About the Firm

Senior legal judgment, disciplined representation, and discreet advisory support.

About the Firm

Kashillingi Rugaba & Associates is a Kampala-based law firm providing representation and legal advisory support to clients who require clear judgment, careful communication, and structured handling of legal matters.

Our work is grounded in careful preparation, procedural discipline, and a practical understanding of the legal, commercial, institutional, and reputational interests that often shape important decisions. Our practice brings together litigation experience, advisory capacity, and dispute resolution capability across matters that require both legal depth and strategic handling.

The firm is led by Dr. Hussein Rugaba Kashillingi, Senior Counsel, who serves as Managing Contact and brings over 23 years of legal practice to the firm’s work. His experience supports the firm’s approach to complex disputes, arbitration, commercial matters, public law questions, and senior advisory engagements.

Our Positioning

We are positioned as a senior legal front office for clients seeking measured representation, discreet advisory support, and strong dispute capability. We approach each matter with attention to the applicable law, the forum involved, the client’s objectives, and the wider implications of the decision or dispute.

Our work is not driven by volume, but by the careful handling of matters where judgment, preparation, and professional discretion are important.

Our Practice Direction

Our areas of focus include:

  • Oil and gas law
  • Human rights advocacy
  • Corporate law
  • Civil litigation
  • Banking law
  • Domestic and international arbitration
  • Taxation litigation and advisory

Each area is handled with an emphasis on legal accuracy, client communication, and practical case strategy.

Representative Work and Legal Development

We have been involved in significant dispute resolution and arbitration-related matters, including the reported decision in MSS Xsabo Power Limited & 4 Others v Great Lakes Energy Company NV, Arbitration Causes No. 0075 of 2023 and 0014 of 2024, delivered by the High Court of Uganda, Commercial Division, on 18 April 2024.

In that matter, the Court considered important questions concerning recognition and enforcement of a foreign arbitral award, the New York Convention, the public policy exception, the scope of arbitral submission, and the treatment of issues connected to domestic and international arbitration. The decision forms part of Uganda’s developing arbitration jurisprudence and is an important reference point for foreign arbitral award enforcement in Uganda.

Our participation in such matters reflects our capacity to handle disputes involving complex commercial arrangements, cross-border arbitration issues, enforcement proceedings, and questions of public policy.

Kashillingi Rugaba & Associates combines senior legal judgment with disciplined representation and discreet advisory support. The firm serves clients who require careful handling of legal matters, clear communication, and a structured approach to disputes, advisory work, and legal risk.
